Walking Tour Brochure
Request for Proposals (RFP)

Brooksville Main Street is seeking proposals from qualified individuals, firms, or organizations to facilitate and create ten unique sets of
walking tour brochures that will cover a variety of Brooksville history, as well as walking tour sign installation in Brooksville, Florida.

Work items include conducting research for ten (10) walking tours- five (5) residential and five (5) commercial properties;

Write the narrative for walking tours; Create and install a minimum of (100) aluminum plaques along the walking tour route; The printing of a minimum of
50,000 brochures; and uploading the walking tours to TourBVL.org website.
Grant funds will also be used for web designer services, printing and graphic designer services.

This program aims to highlight local history, culture, architecture, and significant landmarks while
promoting tourism and community engagement for the city of Brooksville, Florida.

This RFP is for the following positions:

Project Lead Historian

o   This person will facilitate all aspects of the project.

Project Author

o   Under the direction of the Project Lead Historian, this person will write the narrative for the walking tours.

Web Designer

o   Under the direction of the Project Lead Historian, this person will design and update the current website www.TourBVL.org to include the new Walking Tour Brochures.

Graphic Designer

o   Under the direction of the Project Lead Historian, this person will design ten Walking Tour brochures.

Funding for this project is provided by the State of Florida, Department of State, Division of Historical Resources.

Objectives

The primary objectives of this project are:

  • To create an engaging and educational walking tour experience.

  • To showcase key historical, cultural, and architectural landmarks.

  • To promote local tourism and community awareness.

  • To integrate innovative tools such as mobile apps, and printed materials.

Scope of Work:

The successful Project Lead Historian applicant will oversee the planning, coordination, and execution of the walking tour brochure initiative funded by the grant. This role is critical to ensuring the project is delivered on time, within budget, and meets all stated goals. The Project Lead will act as the central coordinator between stakeholders, contractors, and community representatives, ensuring a cohesive and impactful walking tour experience.

o   Conduct an initial meeting with the project team to gather requirements, discuss objectives, and outline the vision for the walking tour.

o   Develop a comprehensive project plan with clearly defined milestones, timelines, and deliverables.

o   Create and manage the project budget, ensuring efficient allocation of resources.

o   Serve as the primary point of contact for all stakeholders, including community leaders, contractors, and project team members.

o   Organize and facilitate regular meetings to provide updates, gather feedback, and ensure alignment.

o   Oversee the work of the project author, graphic designer, website designer, and other contributors.

o   Ensure all team members meet their deadlines and deliverables align with project objectives.

o   Coordinate logistics for the installation of signage, distribution of materials, and launch of the walking tour.

o   Work with local authorities, property owners, or vendors to secure necessary approvals and permissions.

o   Deliver a final project report summarizing achievements, challenges, and recommendations for future enhancements.

The successful Project Author applicant will create a dynamic, educational, and engaging walking tour that highlights key landmarks and stories within the city of Brooksville, Florida. The project author will be responsible for planning, researching, developing content, and coordinating with the Project Lead Historian to bring this initiative to fruition.

    • Research historical, cultural, or ecological significance of identified landmarks within the walking tour area in partnership with the Project Lead Historian.

    • Evaluate accessibility, safety, and environmental sustainability considerations.

    • Create detailed scripts and narratives for each stop on the walking tour.

    • Ensure content is accurate, engaging, and appropriate for the target audience.

    • Collaborate with community leaders, historical societies, or cultural organizations for input and validation of content.

    • Deliver a final report summarizing the project's outcomes, challenges, and recommendations for future enhancements.

The successful Website Designer applicant will redesign and update the current website www.tourBVL.org to be a user-friendly, visually engaging, and interactive website to support and promote the walking tour brochure project. The website will serve as a central hub for information, multimedia content, and interactive features to enhance user experiences before, during, and after the walking tour.

    • Collaborate with the project author and stakeholders to understand the walking tour’s goals, audience, and key features.

    • Create a visually appealing and intuitive website design, ensuring consistency with the project’s branding.

    • Develop core website features, including:

      • Interactive maps or route planners with points of interest.

      • Multimedia content integration, such as audio clips, videos, and photo galleries.

      • Mobile-friendly and responsive design for seamless user experiences on all devices.

    • Enable social media sharing and integration to promote the tour.

    • Collaborate with the project author to upload and optimize written content, images, and videos.

    • Develop a user-friendly content management system (CMS) to allow project staff to update the site easily.

    • Provide training sessions or documentation for project staff on updating and maintaining the website.

    • Offer optional ongoing maintenance services, including updates and technical support (subject to budget).

    • Deliver a final report summarizing the project's outcomes, challenges, and recommendations for future enhancements.

The successful Graphic Designer applicant will design visually compelling and cohesive graphic assets that support the walking tour brochure project. These assets will enhance the user experience, promote engagement, and align with the project’s branding and objectives. Deliverables include signage, maps, promotional materials, and digital assets.

    • Collaborate with the project team to understand the walking tour’s objectives, themes, and target audience.

    • Create signage and tour markers as ready-to-produce designs for wayfinding signs, interpretive panels, and markers. Ensure all signage is easy to read, weather-resistant, and compliant with accessibility standards (e.g., large print, contrast for visibility) incorporating innovative design elements, such as QR codes or augmented reality prompts.

    • Design Promotional Materials including flyers, posters, banners, social media graphics, maps and web-based visuals for digital marketing campaigns.

      • Prepare all materials in print-ready and digital formats, ensuring high resolution and proper specifications for production.

      • Provide editable source files for future use by the project team.

    • Create a cohesive branding guide and any required logos or icons.

    • A complete project report detailing all activities, outcomes, and recommendations.

Budget:

Proposals should include a detailed budget breakdown. The maximum budgets for each position are as follows:

  • Project Lead Historian: $8,000

  • Project Author: $5,000

  • Web Designer: $2,000

  • Graphic Designer: $5,000

Proposal Requirements:

Proposals must include the following:

  1. Cover Letter

    • Brief introduction and summary of qualifications.

  2. Applicant Background

    • Description of experience with similar projects.

    • Relevant certifications or qualifications.

  3. Project Approach

    • Proposed methodology and timeline.

  4. Budget

    • Detailed cost breakdown.

  5. References

    • Contact information for at least three relevant references.

Evaluation Criteria:

Proposals will be evaluated based on the following criteria:

  • Qualifications and experience (30%)

  • Creativity and innovation in approach (25%)

  • Feasibility and clarity of the proposed plan (25%)

  • Budget and cost-effectiveness (20%)
